Psychic causes damage and has about a 33% chance of lowering the enemy's Special.
Note that since the victim's Special statistic is being altered, both the victim's resistance to Special attacks, including subsequent uses of Psychic, and the effectiveness of the victim's own Special attacks will be decreased.
Resistance to and damage caused by Physical attacks like Earthquake and Swift will not be affected.

Psychic has the highest Average Damage of all Psychic attacks, except for Dream Eater, which has strings attached.
